With the lasting development of China's society and economy, we need to make the information more obtainable so as to further develop our national economy. It is a significant task for us all to improve the extent on common-scale application of computer and Internet. Concretely speaking, we should further complete our country's Chinese Domain Name system, regulate the service of registration of Chinese Domain Name, facilitate the healthy development of China's Internet and protect the legal right of consumers. Now we declare as follows:

1.   Domain name is the stratum structure-mode letter used in Internet corresponding to the IP address in Internet. It is the important basis for visiting web sides in the Internet. Chinese Domain Name is the domain name containing Chinese words and it is an important constituent of China's Domain Name system. To positively encourage the development of Chinese Internet information resource, facilitate the application and common use of Internet and fasten the using of Chinese Domain Name, and with the approval from upper administration, China Internet Network Information Center (CNNIC) has opened up the testing system for Chinese Domain Name and provided the service of registration.

2.    The structure of Chinese Domain Name registration system could be divided into three layers: registration administrative organization, registration service registrations and registration agent. Registration administrative organization is responsible for running and managing the Domain Name system, and it is also responsible for protecting the central data base. Registration service organization is responsible for accepting the applications to domain name registration and finishing the registration work. Registration agent is responsible for accepting the application for registration in the scope conferred by registration service organization. Having the approval by Administration of Information Industry, CNNIC is China's registration administrative organization.

3.    Anyone who want to provide the Chinese Domain Name registration service or agent service in the People's Republic of China should obtain the approval from the China's Ministry of Information Industry. Concretely, the telecommunication administrative bureau of the Ministry of Information Industry is responsible for the matters concerning the inspection and approval.

Without approval, no one has the right to provide the Chinese Domain Name registration administrative service, Domain Name registration service or agent service of Chinese Domain Name registration. 

4.    Anyone applying for providing the Chinese Domain Name registration service or agent registration service should possess the following conditions:

a)It shall be a legal person of enterprise or legal person of public utilities;

b)It shall have the proper asset and professional personnel conforming to the service of Chinese Domain Name registration.

c)It shall possess the credit or ability of providing the long-term service of Chinese Domain Name registration.

d)It shall take the perfect protective measure of safeguarding the web and information.

e)It shall currently have relevant contract with CNNIC if it wants to provide the Chinese Domain Name registration service.

f)It shall currently have relevant contract with CNNIC if it wants to provide the agent service of Chinese Domain Name registration.

g)It shall confine to other conditions stipulated by the other rules of country.

5.   The material provided by the applicant should include the following files:

 a)   The application paper for providing the Chinese Domain Name registration service. It should illustrate the applicant's consideration and its ability.

 b)   The certificate for its legal person title.

 c)   The certificate for its currently having relevant contract with CNNIC if it wants to provide the Chinese Domain Name registration service.

 d)  The certificate for its currently having relevant contract with CNNIC if it wants to provide the agent service of Chinese Domain Name registration.

 e)   The telecommunication administrative bureau of China's Ministry of Information Industry will make the decision of whether approve or not in 30 days after receiving the application. It will give a formal response to the applicant who is given the approval. It will inform the applicant whose application was not approved, accompanying with explanation.

60 days from the enactment of this declaration, anyone who illegally provides the service of Chinese Domain Name registration administration, registration service, agent service of registration will be punished according to the relevant law and the other regulations of China.
